Local Pensions Partnership Investments (LPPI) has established a new Portfolio Group to strengthen investment decision-making and support for its nine partner funds as it develops its capabilities.
Under the Local Government Pension Scheme (LGPS) Fit for the Future reforms, asset pools are required to establish advisory capabilities as well as asset management expertise.
LPPI, which manages £60bn on behalf of nine partner funds, has combined its client portfolio management, investment strategy and responsible investment teams with a newly established Portfolio Analytics team.
LPPI is building its quantitative analysis capabilities to support portfolio decision-making. The new team will also cover actuarial and asset-liability analysis, responsible investment, and climate data and modelling.
The pool is recruiting a head of portfolio analytics to lead the new team.
“The creation of our new portfolio group provides a transparent, scalable model for portfolio-level decisions and further develops our integrated portfolio capability.”
Duncan Higgs, head of client portfolio management, Max Townshend, head of investment strategy, and Frances Deakin, head of responsible investment, will continue to lead their respective teams within the new structure.
Richard Tomlinson, chief investment officer at LPPI, said: “The creation of our new portfolio group provides a transparent, scalable model for portfolio-level decisions and further develops our integrated portfolio capability.
“Under the leadership of Duncan, Max and Frances, along with a new Portfolio Analytics team and enhanced analytics capabilities, the Portfolio Group will work together to improve how we serve our partner funds’ needs, meaning better outputs for them and our business.”
LPPI manages assets on behalf of nine pension funds, including Lancashire County Pension Fund, London Pensions Fund Authority, and Environment Agency Pension Fund, having brought on board several of the former Brunel Pension Partnership funds last year.
The pool has operated a whole-scheme management model since its establishment in 2016, with partner funds retaining control of their strategic asset allocation, investment objectives and risk appetite.
Richard Tomlinson is a keynote speaker at the Pensions Expert Annual Conference on 9-10 November 2026, speaking about investing in artificial intelligence. The last few delegate spaces can be claimed here.
